In many instances, the risk assessments will have been carried out by the employee prior to commencement of operations. These may be used as a basis for verification by JSA to ensure that all hazards have been identified and required precautions have been implemented.
Existing job procedures may also be used as a basis for JSA.
The JSA for an operation/activity shall encompass the following:
- Identification of each operation stage;
- Identification of possible hazardous situations;
- Identification of appropriate preventive measures in place or be taken.
Identify Hazardous Situations
Following identification of tasks to be carried out, all incidents that may cause hazardous situations for personnel, vital equipment, environment, or may lead to shut-down of operations, are to be identified and noted on JSA report forms.
Where practicable, all personnel involved in the activity will participate in the compilation of or commenting on the JSA.
Necessary Precautions to be taken
From the evaluation of identified hazardous situations, decisions shall be taken regarding any further precautions/control measures to be taken in connection with the job.
Two types of measures are to be considered:
Make arrangements to prevent the incident from happening (reduce the probability) or;
Initiate increased safety control measures (reduce the consequences).
Of these two types, the former is preferable if there is a choice.
To ensure that the necessary precautions are initiated in due time, personnel responsible for the initiation shall be appointed.
Risk Assessments
Where the JSA identifies serious risks to personnel, equipment and the environment may be inherent in the activity, then a full risk assessment will be carried
Documentation of Job Safety Analysis
All JSA’s shall be documented using the form and shall be sequentially numbered by each Department /Section.
Each Department/Section Head/Leader shall maintain files and logs of JSA’s carried out.
The JSA’s shall be referred to when preparing new procedures and when performing similar operations/activities in the future.
The JSA files will be reviewed during HSE audits.
Use Of Job Safety Analysis
Prior to performing work for which a JSA has been carried out, a pre-job meeting shall be held with the relevant personnel where the JSA for the job will be reviewed, and all required control measures discussed and verified for implementation.
For work requiring JSA, the completed JSA form shall be attached to the Work Permit and follow the established procedure for handling Work Permits.
